It is a sequel to 2007 film Elite Squad. It furthers the plot of a semi-fictional account of BOPE (Portuguese: Batalhão de Operações Policiais Especiais), the special operations force of the Rio de JaneiroMilitary Police, with a focus on the relationship between law enforcement and politics. Plot[edit]

Thirteen years after the events of the first film, former BOPE Captain (now Colonel) Roberto Nascimento (Wagner Moura) attempts leaving a hospital when his vehicle is suddenly roadblocked and gunned down. During the shootout, Nascimento begins to narrate the events leading to that point.

Four years prior, Nascimento, promoted to lieutenant colonel and divorced from Rosane (Maria Ribeiro), arrives at Bangu Penitentiary Complex to quell a prison riot started by gang boss Beirada (Seu Jorge), who demands human rights activist Diogo Fraga (Irandhir Santos) come in to negotiate. However, as Fraga convinces Beirada to release the hostages, Captain André Matias (André Ramiro), Nascimento's protégé, executes him against Nascimento's orders, causing the operation to go awry and Fraga to expresses his outrage over the situation to the media. Nascimento learns afterwards that PMERJ commander Formoso (Rodrigo Candelot) plans to dismiss him and goes to a restaurant to confront him, only to be greeted by cheering diners who, believing the execution was ordered by Nascimento and having had enough with rampant criminal activity going unpunished, approved of the order. This is exploited by Guaracy Novaes (Adriano Garib), Rio de Janeiro's State Secretary for Public Safety, who promotes Nascimento to State Subsecretary of Intelligence and, on direct orders from the Governor of Rio, expells Matias from BOPE, demoting him to regular state police. Nascimento tries to convince Matias he can settle the situation, but Matias rebukes him and concedes an unauthorized interview to tabloid journalist Clara Vidal (Tainá Müller), about the disregard of BOPE and the government's corruption practices, which leads to his detention. Meanwhile, Fraga leverages his influence to become a state representative in Rio's State Assembly and convinces Rosane and Nascimento's son Rafael that Nascimento himself is a bad influence.

In his new position, Nascimento commands an expansion in BOPE's arsenal, providing armored vehicles and helicopters and increasing the number of officers, which enables them to eliminate drug cartels from multiple favelas, hoping that stifling drug income will lead to an internal fallout in police corruption. However, a group of cops led by Major Rocha (Sandro Rocha) learn, from a desperate drug lord, they can receive money from the basic services of entire favelas (instead of just from dealers) and forms a militia, which drives away drug trafficking and provides commodities such as cable TV, water supply, cooking gas, internet, banking and deliveries, while extorting money from the local business and acquiring political and public support. Nascimento would later realize the folly of his original plan, as driving the drug dealers only helped boost police corruption's income rate tenfold. The Governor sees the advent of militias in favelas as a potential political advantage.

Four years later, a group of disguised militia men break into a police station in Tanque, one of the few remaining drug lord strongholds left after Nascimento's campaign, and steal a number of police rifles as part of a plan devised by corrupt policemen and associate politicians: to create an excuse to raid the slum and get rid of local drug dealers, converting the favela into a community and a potential electoral corral. Nascimento, very suspicious, listens to hundreds of hours' worth of tapped phone calls and assures Guaracy there is no evidence the dealers are responsible for the heist; however, corrupt Lieutenant-Colonel Fabio Barbosa (Milhem Cortaz) claims an informant of his accounts the drugdealers' involvement as true and the raid is authorized by the Governor. Matias, brought back into BOPE by Rocha's influence, replaces corrupt officers in a police station, made as an escape route, to catch the fleeing dealers by surprise. After shooting them dead and torturing drug lord Pepa, Rocha and his men arrive and kill him. Matias, also growing suspicious, demands explanations and the contact of Fabio's informant, but is shot in the back by Rocha and his men after confronting them.

Devastated by Matias' death and determined to root out the truth, Nascimento, aware Fraga has been investigating the militia activity, taps his phone. Meanwhile, Clara, investigating the advent of militia communities, goes into one of Rocha's favelas with a photographer to gather information, only to find promotional material for the Governor's re-election campaign hidden in a deposit. She calls Fraga and reveals what she has discovered, but is caught by Rocha and his group, who proceeds to rape and kill both. Nascimento listens to the call recording, realizes Fraga is the next target and goes after him, taking the audio files with him; after he leaves, Formoso finds out about the tapping of Fraga's phone and warns the corrupt officers. As Nascimento waits outside at Fraga's building, he arrives with Rafael and Rosane as they're attacked in a motorcycle drive-by shooting. Nascimento manages to stop the attack, but Rafael is shot in the chest. As Rafael is taken to the hospital, Nascimento roadblocks and beats Guaracy down, warning him he'll kill everyone involved if his son dies.

The following day, with Nascimento's evidence delivered by Fraga, the President of the Legislative Assembly opens an investigation over Clara's possible murder which the police treats as a kidnapping over the lack of bodies. However, Nascimento is also publicly accused of tapping Fraga's phone with the intention of spying on his ex-wife, forcing him to resign. As Nascimento is called to recount his testimony on the events, Guaracy and his allies decide not to kill him, as his death prior the trial would make him a martyr for human rights and implicate them and the Governor as murder suspects; Rocha disagrees, confident Nascimento's testimony will take down himself and his militia, who'll be made as scapegoats, and decides Nascimento must be killed as soon as possible. That night, Nascimento arrives at the hospital, where Rafael is slowly recovering after his surgery. When he leaves and drives off in his car, a man with a radio informs Rocha while another car follows Nascimento, leading to the roadblock from the first scene. It is revealed that the other car's occuppants are BOPE officers called by Nascimento, who had predicted the attempt on his life. Nascimento and his fellow officers shoot back and take down a few of Rocha's men, but Rocha himself manages to escape.

On the next day, Nascimento is called to the State Assembly and testifies for over three hours at the court, implicating the Governor, Guaracy and many politicians and policemen in the crimes under investigation. In the aftermath, Gregorio Fortunato (André Mattos), a state representative and local TV presenter who sided with the militia, is sentenced to prison and many corrupt officers and their allies are murdered in a witness elimination agenda. The Governor, however, manages to be reelected, and Guaracy is elected state representative for Rio de Janeiro in the Chamber of Deputies. Fraga is also elected and the two become political enemies. Nascimento ends his narration with a reflection over the influence of politics on the social issues of Brazil, stating that 'as long as the conditions for the system to live remain, the system will remain'. He visits Rafael in the hospital just as he first wakes up from his coma.

The first member to be acknowledged was Wagner Moura, who returns with his character Roberto Nascimento, now promoted from captain to lieutenant colonel. In Elite Squad: The Enemy Within, Nascimento is 40 years old and has a slightly grayer hair. André Ramiro is also back as Captain André Matias (promoted from Officer Cadet); the actor was prepped by professionals from the CATI-SWAT to give orders to the cops on-screen. Musician and actor Seu Jorge (who played Mané Galinha in City of God) was invited by director José Padilha to act as one of the antagonists, Beirada; Maria Ribeiro is also back as Roseane, who is no longer married to Nascimento, but to a left wingCongressman. Tainá Müller, who was not in the first film, plays Clara, representing the media. Sandro Rocha, who had little on-screen time during the first film, has a bigger role now, playing Major Rocha, known as Russo (Russian), boss of the militia.

Cast preparation[edit]

Between November and December 2009, before recording for the film started, every actor - except Maria Ribeiro, pregnant at the time - had a training routine, led by Fátima Toledo. Part of the cast also went through a boot camp in Rio, coordinated by Paulo Storani, security adviser, and with the participation of members from BOPE and CATI. André Ramiro said, 'They treated us like real cops. No 'I'm-too-important'. I also had to say 'No, sir. Yes, sir'. Wagner Moura had Jiu-Jitsu lessons from fighter Rickson Gracie. The training helped bring a degree of reality to the film; actors had to learn the proper techniques to handle weapons and also action strategies in risk-zones, besides a strong fitness program, laid heavy on those who weren't in the first movie.

Filming and post-production[edit]

Filming started on January 25 of 2010, with the participation of eighty real cops as extras. On February 1, recording took place at Morro Dona Marta, in the Botafogo borough, with the use of two helicopters and heavy guns, leading to next-door neighbors thinking it was a real shoot-out. For the scenes happening at the Bangu 1 prison, forty professionals worked during two months constructing a 500m² detention center, based on notations from art director Tiago Marques about the place, since they didn't get clearance to take pictures of the real building. The scenes at the prison were recorded during the four days of the 2010 carnival. One of the film scenes would be shot at the House of Congress in Brasília, but production couldn't get permission. A fake Ethics Committee was built inside the Federation of Industries of Rio de Janeiro, recording took place at April 15. Filming was done in the same month and the film went to post-production.

Strategy against leaks[edit]

After the first film leaked and got in the hands of millions of people before the official release date,^[8] the Elite Squad 2 crew created a strategy to avoid the same thing happening to the sequel. Before production began, Marcos Prado informed that, 'This time we will have a special security scheme. We will have a security team watching over the editing, transporting the reels, and paying close attention to every little detail. The raw material will be preserved'. Director José Padilha concluded, 'We won't outsource any of the steps. We are doing the whole post-production at our company, inside our 'caveirão'. The script was sent to the National Agency of Cinema under the title 'Organized crime' and was printed with red ink, to avoid photocopying. The production unit rented an apartment, monitored by cameras, where editing took place. Four people had access to the place, only through passwords, and no means of accessing the Internet. Another strategy used was the marking of each copy sent to the theaters; that way if any of the copies was illegally recorded, they would know where it came from. Military policemen from São Paulo also helped in avoiding the leak. The final picture, still with no sound, was put in a safe.

Domestic release[edit]

Elite Squad: The Enemy Within broke national opening weekend records in Brazil, with more than 1.25 million spectators during its first weekend.^[9] This opening was the 5th biggest in Brazilian history and the biggest one for a Brazilian film, so far. A total of 696 theaters screened the film, some as often as eight times per day. In three weeks, the film surpassed the mark of R$ 60 million in gross revenue and over six million viewers becoming the most successful Brazilian film of the 21st century so far on local theaters. In just nine weeks, the film surpassed 10 million viewers on theaters throughout the country becoming the highest box office of a local film in Brazilian history.

United Kingdom release[edit]

Elite Squad: The Enemy Within was released in the UK by Revolver Entertainment ^[10] on August 12, 2011.

United States release[edit]

The film held its United States premiere in January 2011 at the Sundance Film Festival. Since, it has screened at several festivals, including Austin's Fantastic Fest. The film was released in New York City on November 11, 2011, and in Los Angeles on November 18, 2011.

Reception[edit]

The review-aggregation website Rotten Tomatoes gives the film a 93% approval rating based on reviews from 43 critics, and a weighted average of 7.1 out of 10. The website's critical consensus states, 'Elite Squad: The Enemy Within is a bleak, violent descent into the Brazilian underbelly, ripping into the favelas with unstoppable and kinetic force.'^[11] At Metacritic, the film received an average score of 71% based on 18 reviews, indicating 'generally favorable reviews'.^[12]

Possible sequel[edit]

At a press conference after the exhibition 'Elite Squad: The Enemy Within' at the Berlin Festival José Padilla was asked about the possible consistency. He ruled out the possibility of launching an 'Elite Squad 3'. 'I told you everything I wanted to say about violence,' the director said.^[13] Wagner Mora raised the possibility that the third film would be made without the character he interpreted. 'Captain Nascimento has nowhere to go from the point of view of dramaturgy, for the big money that it can produce,' he said in an interview with GQ magazine in September.^[14]
