Fallout 76 offers perks in seven different categories: Strength, Endurance, Perception, Agility, Charisma, Intelligence, And Luck. You can now find out the perks by their ranks in each category. Jan 16, 2016  Console command to mod armor dam resist, ener resist, etc., and add S.P.E.C.I.A.L - posted in Fallout 4 Mod Talk: Ive seen a lot of info on adding legendary mods to armor, but is there a console command(s) to remove base stats (damage resist, energy resist, etc.), and add S.P.E.C.I.A.L stats? I cant seem to find anything related to that.

This is a very versatile and enjoyable tank build for Fallout 76. It can be played with a wide variety of weapons, and our main recommendation will be Heavy Explosive Guns. If not for their performance, they are exactly what makes this build so fun to play. Highly Explosive Tank offers smooth gameplay even in higher level zones and is considered a viable endgame choice.

Below you will find all the recommended Perks for each of the SPECIAL attributes. We have decided to not include Perks that are typically for either Power Armor or non-Power Armor users so that you can efficiently both ways. When you are casually exploring lower level zones, just recall your Power Armor to not damage it and waste Fusion Cores, and when you need some better Damage Resistance, you can always hop inside momentarily.

STRENGTH

[15 POINTS]

Gain +60 damage resistance while firing a heavy gun

Your non-explosive heavy guns now do +20% damage

Heavy Guns weigh 90% less

Strength is the primary attribute for this build. It increases your maximum Carry Weight and lets you use all the Perks related to Heavy Guns. Depending on how many weapons you want to carry around, you can either use Bear Arms, Pack Rat, or Bandolier Perks for better capacity management

PERCEPTION

[6 POINTS]

You now gain +40 Energy Resistance

Your explosives detonate with twice the radius

Perception has a few useful Perks, but it can be assigned as the last SPECIAL attribute when you are getting close to level 50

ENDURANCE

[12 POINTS]

Gain a total of +45 to your maximum Health

Your limb damage is completely eliminated

Immediately gain +60 Fire Resistance

You gain increased benefit from being Well Fed or Well Hydrated

Endurance is a very important attribute which is related to your defenses and survivability. It's should be your second priority

CHARISMA

[1 POINT]

Reduce your target's damage output by 10% for 2 seconds after you attack

You can consider spending more points on Charisma attribute if you plan to play in a team more often. It offers a wide variety of useful Perks for team players. This can be achieved by transferring a few points from Intelligence(First Aid) or Agility(Dodgy)

INTELLIGENCE

[11 POINTS]

Your explosives do +60% damage

Stimpaks restore 45% more lost health

In Power Armor, heavy guns gain excellent accuracy and ignore 45% armor

Stabilized is the most important Perk under the Intelligence SPECIAL attribute. It grants an amazing DPS bonus, however, it works only when using a Power Armor. On the other hand, Demolition Perk is optional. After the recent nerfs, 60% increased damage seems quite costly for 5 points

AGILITY

[6 POINTS]

Action Points regenerate 45% faster

Avoid 30% of incoming damage at the cost of 30 Action Points per hit

Action Boy is a very useful Perk for every Fallout 76 build. Dodgy on the other hand is a useful defensive Perk but because of high AP consumption, it can be treated as an optional addition to this build

LUCK

[5 POINTS]

Heavy guns gain a 12% stagger chance and a 12% chance to cripple a limb

10% bonus damage means enemies may explode into a gory red paste

Bloody Mess is one of the best DPS-oriented Perks in the game, while the extra chance to stagger and cripple limbs has great defensive utility

Equipment

ARMOR: This build can be played with Power Armor or without one. It offers versatility in that matter. In terms of regular Armors, you should aim to get high ballistic Damage Resistance on each part and seek out for Vanguard's Legendary mod which increases your Damage and Energy Resistance by up to 35 depending on how high your current Health is

WEAPON: You can use any Heavy/Explosive weapon you find and have ammo for. Fat Man is one of the weapons you will most certainly enjoy playing with, and M79 Grenade Launcher is the weapon you should carry around for more casual usage

CHEMS: Med-X (DMG Resist +25) and Psycho (DMG Resist +25, Damage increased by 15%) are the best Chems that you can use in this build. Just remember to now overdo it. In most scenarios, the effects aren't worth getting addicted to Chems

Mutations

Fallout 76 More Dmg Resist Higher Health Care

If you are considering getting mutated in Fallout 76, you should mainly focus on defensive mutations when playing this build. Also, I have personally found Marsupial a very useful addition to my character. Remember to pick the Starched Genes Perk so that you don't accidentally remove your beneficial mutations with Rad Away

  1. Scaly skin - which increases your Damage and Energy Resistance at the cost of reduced maximum AP
  2. Marsupial - increases your maximum Carry Weight and jump height, but reduces Intelligence by 4. It is very useful if you don't plan to craft your own gear
  3. Grounded - which grants 100 additional Energy Resistance, but reduces your Energy Damage by 20%. This shouldn't be considered if you decide to use Heavy/Energy Weapons instead

Fallout 76 Mutations are a new system that adds benefits and consequences to being irradiated. In the nuclear wasteland of Fallout 76 most of the environment is riddled with pockets of dangerous radiation and if the player is exposed to excessive radiation they can become mutated.

Just like the traits system in Fallout New Vegas, Fallout 76 Mutations have both positive and negative effects. You can get a mutation from exposure to irradiated creatures, food, drink, radioactive waste, and radiation zones. If you get a Mutation you’ll need to get your hands on an item called RadAway, a medical pouch that will cure your mutation and all its side effects. Having your character wear any gear with high defense against radiation, like a hazmat suit or a gas mask, will also improve your chances of avoiding Mutations.

These mutations can lower your intelligence or zap you of your strength, but they can also have benefits like adding damage to your attacks, speeding up your movement, or granting stat buffs to the rest of your team.

If you are enjoying the effects of a certain Mutation you can use a Fallout 76 perk card called Starched Genes, which freezes the mutation even if you rid yourself of any radiation. Fallout 76 perk cards are new to the series as well, and can help with levelling up and building your character. If you and your team find mutations that you like, there is another perk card called Strange in Numbers that increases your positive mutation effects +25% if your teammates are infected too.

These mutations can be useful or detrimental depending on how you want to play Fallout 76, so have a read below and see if any of these mutations take your fancy or if they are worth avoiding.

Chameleon

Invisibility when not wearing armour and standing still
With this mutation you’ll become invisible when you are not wearing any kind of armour and standing still, so you’ll be vulnerable, but almost impossible to spot. This could be handy for PvP, but we’re still unsure if it will help you give and Fallout 76 monsters the slip.

Bird Bones

+4 AG, Falling speed slowed, -4 STR
Bird Bones grants you +4 Agility and if you fall from somewhere high your falling speed is slowed down, which presumably means you’ll take either no or very limited fall damage However, for these positive effects your character will get -4 strength – not bad if you’re running a nimble, run-and-gun Fallout 76 build.

Eagle Eyes

+4 PER, +25% Critical hit damage, -4 STR
This mutation makes your perception go up +4, which will help spotting enemy creatures and other players. You’ll also get a handsome boost to critical hit damage, which is handy if you like to store up crits for tough enemies. Expect to pay for this with a deficit of -4 Strength.

Egg Head

+6 INT, -3 STR, -3 END
Your intelligence goes up +6 but you lose -3 from your strength and -3 from your endurance. If you have a high intelligence in Fallout 76 you’ll be able to hack terminals as well as improve on the condition and durability when you craft items, provided you’ve got the right Fallout 76 perk cards equipped.

Electrically Charged

Chance to shock melee attackers
When you have the Electrically Charged Mutation, there is a chance to inflict electrical damage on your melee target. However, there is a small amount of damage returned to the player whenever this happens.

Empath

-25% damage to team, +33% damage taken by player
When you are in a group any damage inflicted on yourself or your teammates is reduced by 25%, but +33% damage is taken by the player – how noble of you. Being that Fallout 76 is entirely online, you’ll find yourself teaming up with different groups making this Mutation rather useful.

Grounded

100 Energy Resistance, -50% Energy damage
With this mutation you gain 100 energy resistance but you inflict -50% less energy damage on your enemies. Energy damage is dealt by laser, fire, electricity, and a variety of other sources but the two main weapons to avoid using out for if you have this Mutation are the laser rifle and the plasma gun.

Healing Factor

+300% Health Regen, -55% Chem effects
You health regeneration is +300%, but Chems have -55% less of an effect on you, the largest depletion from any of the Mutations. Chems can be stacked in Fallout 76 and can have four to five simultaneous effects with massive benefits so even though that health regen is immense it’s a big ask to give up over 50% of your chem effects.

Herbivore

Vegetables gives x2 benefits and no disease
Eat your greens! When you eat vegetables it gives you double benefits. With the consumables in Fallout 76 there is a small chance that eating them will give you a disease but with this mutation you can eat veggies in peace with no chance of getting a disease. There’s a catch though, if you have this Mutation you won’t be able to restore your Hunger by eating meat.

Carnivore

Fallout 76 More Dmg Resist Higher Health And Management

Meat gives x2 benefits and no disease
The reverse of Herbivore, when you eat meat it gives you double the benefits but you can’t satisfy your Hunger by eating vegetables. Food is scarce, and unfortunately you can eat the cats in Fallout 76, but with this Mutation you won’t have to worry about getting a disease – lovely.

Marsupial

+20 carry weight and increased jump height, -4 INT
With the Marsupial Mutation your carry weight is +20 and you jump height increases. Unfortunately your intelligence goes down by -4. This means you can jump almost up to three times your height, so you can hop on top of buildings and obstacles well out of the reach of any monsters.

Scaly Skin

+50 damage and energy resistance, -50 AP
Scaly Skin gives you +50 damage resistance and energy resistance. But you lose -50 Action Points. Action points govern the number of things you can do during a combat turn, so this Mutation gives you the defence of a tank, but it also gives you the sluggish nature of a tank.

Speed Demon

+20 movement speed and faster reload
With this Fallout 76 Mutation your character gets +20 movement speed and you get to reload your weapon faster. This Mutation is a great bonus to have and could be used with the Starched Genes perk, but be warned: you’ll be lumbered with the negative effect of a +50% drain on Hunger and Thirst with this Mutation.

Talons

+25% damage using punching attacks and adds bleed damage, -4 agility
Your punching attacks do 25% more damage and just like the sharp talons of a bird of prey you will inflict extra bleed damage. Unfortunately you lose -4 agility. Bleed damage inflicts the target over time and is useful for melee attacks.

Twisted Muscles

+25% melee damage, higher chance to cripple limbs, -50% gun accuracy
You gain +25% melee damage and your chance to cripple an enemy’s limbs increases. However, your gun accuracy goes down by -50%, which is pretty awful unless your only plan of attack is melee – get your leg crippled as you charge a foe and you’re done for. All in all, this sounds like one of the Fallout 76 Mutations to avoid at all costs.

Herd Mentality

+2 all SPECIAL stats when in a group, -2 if on your own
If you are with a group all of your SPECIAL stats go up +2, if you are on your own then they all go down by the same amount. This Mutation is perfect if you are planning on playing in multiplayer, coupled with the Strange in Numbers perk, your group will be well protected.

Poison aura that scales with your diseases
This one is a bit of a mystery as nobody has managed to grab a screenshot confirming the Mutation’s name or bonuses. However, a reddit user -Kemphler- wrote that they had a Mutation of a similar name called Plague Aura, which gave the players a more powerful poison aura the as they accrued more diseases.

Adrenal reaction

+Weapon damage at low HP, -50 Max HP
This mutation increases your weapon damage and accelerates health regeneration when your HP becomes low, but the side effects are that your max HP is reduced by 50. You’re playing with fire with this mutation, but it could mean finishing an enemy quickly and efficiently.
