PvP only (you do 15000 tooltip direct DMG and 15280 debuff)
- at 15000 armor, you will have ignored their armor. If they have 20% in ironclad and 10% in Hardy, they will have 64% total mitigation. (5544 DMG)
- at 18000 armor debuff, same buffs, 65% total mitigation (5316 DMG)
- at 21000 armor, same CP buffs, they will have 67% total mitigation. (5065 DMG)
- at 26000 armor, same buffs, they will have 69.8% total mitigation. (4646 DMG)
Now let's look at a 10k debuff:
- 15000 armor, 66% mitigation (5125 DMG)
- 18k, 68% mitigation (4874 DMG)
- 21k, 69% mitigation (4623 DMG)
- 26k, 72% mitigation (4204 dmg )
And now a 8k debuff:
- 15k, 67% mitigation (4958)
- 18k, 69% mitigation (4706)
- 21k, 71% mitigation (4455)
- 26k, 73% mitigation (4036)
Based on that, it looks like a 2% reduction to their total mitigation. But looking at the DMG hurting your 15000 resist target, adding 5280 pen will add about 419 DMG to your burst number. Major breach/fracture will give you that extra DMG.
While a low amount, if they didn't use a shield or high impen, you could be looking at a higher initial DMG and in turn a higher burst. If you try to stack higher than 10k, without a debuff mechanic, you'll have to choose between reducing elfborn or reducing your dmg mitigation stars. At high CP levels you might be able to give up some points, but overwise you still need 155 points total for minimum offense (and 75 points left over)
Conclusion:
10k pen in PvP seems to be ideal. After that, you'll give up too much DMG/crit to capitalize on the DMG bonus and before 10k you'll do less DMG on the target. This means less crit and less burst DMG. Using a debuff spell will give you extra burst without giving up on stats so that's why I say aim for 10k pen in PvP.
I'm sure someone can write a better summary (especially with showing exactly how increasing the DMG is at 7-8k pen compared to using 10k pen and a 5280 debuff), but that's how I feel about penetration versus DMG in PvP. As a Templar my DMG tooltips are not high compared to nightblades, so taking spell erosion away and adding another 2-3% in tham/master didn't make much sense since adding 5280 pen was giving me more DMG.
Also shields/block weren't calculated. But then again, shields can be cc'd to prevent recasting and with the changes to some abilities going through block I imagine block not being much of an issue.

Warden is fun. Good with all, master of non. Best stam DPS class? Duel btw nightblade and dragon knight. You want to do MAX dmg possible? While dying over and over, and having to train dodges more, and learn the game better? You want TO DO close to MAX dmg, while surviving more and having a. Hunding's Rage is a craftable set and is part of the base game. The crafting locations are in Bangkorai, Reaper’s March and The Rift. Hunding’s Rage is one of the most common used stamina dps sets. It gives the player around 300 weapon damage which can be increased by modifiers and the two, three and four piece bonus are also really good. However for Stam there are only a few options outside of sharpened weapons to increase the pen. Pen is a damage percentage and helps on tanky targets in cyro. You can have high weapon damage but without the high Stam pool and some pen there's no way you can burst down any heavy armor users.

Gear and Item Set Info

A cheap and cheerful choice for this build is:

5 way of the fire set pieces (heavy chest and legs + 2 rings and necklace.)

5 Shadow of the Red Mountain set pieces (Medium waist, gloves, feet and 2 daggers.)

2 Stormfist set (or similar medium monster mask sets.)

Precise or sharpened on the daggers and divines on all armor pieces.

These sets add stamina, weapon damage, crit chance and very easily proced armor abilities that do 4000 and 8400 flame damage respectively. the monster mask set also adds a seriously powerful AoE ability that does 12500 over 3 seconds.

As you can imagine, this build is all about doing tons of burst damage to single targets as fast as possible. Aim for around 50% crit chance then pump the rest of your stats into weapon penetration, weapon damage and crit damage.

General Info

This buils is pretty straight forward to use. Ability rotation is Reaper's Mark->Ambush->bloodthirst. This combo usually allows you to kill an enemy before or right after the stun from ambush expires. (Reapers mark also heals for 60% max health and bloodthrist heals for a % of damage done on final attack so this really helps add to survivability.) Steel tornado is there to clear out numerous trash mobs quickly and swallow soul for any needed heals while still maintaining dps.

Second ability bar is for resource management/utility reasons mainly. shadowy disguise and surprise attack allow for a long stun and refreshing path is a useful DoT + HoT combo. Shadow image can be a useful setup for boss monsters to teleport out of danger if need be. FInally, siphoning attacks is used to recover magicka and stamina.

A few handy potions to have on hand are as follows:

tri stat elixir of health (restore health, magicka and stamina immeadiately plus more over several seconds)

can be made with Columbine + Lady's Smock + Mountain Flower.

bi stat elixir of invisibilty (turns invisible and restores health)

Can be made with Blue Entoloma + Mountain Flower + Namira's Rot.

tri stat elixir of weapon power (weapon damage, weapon crit and movement speed)

Can be made with Blessed Thistle + Dragonthorn + Namira’s Rot.

A word of advice is to get the medicinal use passive from alchemy. (Need a total level of 47 in alchemy to get rank 3) This extends potion effects by 30%.

Reccomended food buffs are ragout meals that increase health and stamina for 1 hour.

PROS:

+ Easy to use build.

+ Great DPS output.

+ Decent survivability. Most delves, dungeons, public dungeons etc. can be soloed.

+ Cheap to put together. Way of the fire and red mountain sets are plentiful and fairly cheap to buy/easy to get.

CONS:

- Lacks any real healing or tank abilities.

- Stamina can drain fairly rapidly.

- Works best against single targets, but isnt great against groups. (Steel tornado + refreshing path doesnt kill half as fast as single target dps.)

Champion Point Tips

In the mage constellation:

Ritual tree - 100 precise strikes and 87 piercing.

This adds 25% more damage to crits and 22.7% increased penetration. You may wish to change either of these to mighty, which increases raw physical damage up to 25%.

In the thief constellation:

Tower tree - 100 warlord and 87 magician.

This lowers stamina ability costs by 16% and magicka ability costs by 14.7%. Another option is to put points into the lover tree and increase Health/stamina regeneration.

In the warrior constellation:

Lady tree - 100 hardy and 87 elemental defender.

This raises physical and elemental damage resistance. Very useful for surviving long or tough fights.
